Fire is a chemical combustion reaction; plasma is a physical state where a gas is ionised — electrons stripped from atoms — and responds to electric/magnetic fields rather than combustion chemistry. A flame does contain a little plasma, but sims here (tokamak, plasma-globe, lightning) are about the ionisation physics specifically.
