The UNFCCC's Loss and Damage Fund, agreed at COP27 and launched at COP28, exists to compensate the countries least responsible for warming but most exposed to its damage — small island states, drought-prone Sahel nations, flood-prone deltas. This simulator renders twelve such nations as towers around a central donor pool: each tower's height tracks its accumulating disaster losses, its color tracks how much of that loss the fund has actually covered, and a pulsing stream of particles carries every disbursement from the pool to the nation that receives it. Set the annual pledge rate, administrative overhead, warming-severity multiplier, and switch between vulnerability-weighted and equal-share allocation to see how far real-world pledge levels fall short of real-world losses — and how much the allocation rule alone changes who gets left behind.
