This simulator makes that test tangible with a real Gaussian-plume atmospheric dispersion model — adjust emission rate, stack height, wind speed and atmospheric stability class and watch the modeled plume drift over a 3D site while the concentration at the property boundary is checked live against a statutory limit, returning a Permit Approved, Conditional Permit, or Denied — Full EIS Required verdict exactly as a national environmental regulator's dispersion-modeling review would.
