When a smart city rolls out a security policy — surveillance cameras, facial recognition, a data-sharing consent regime — how equally does awareness and participation actually spread across the community? This 2D simulator renders 120 residents as a pannable, zoomable social-network graph split into three digital-access tiers, and runs a real network-diffusion model where each person's participation level updates from their neighbors' participation, a direct transparency channel, and a slow decay term. Drag the digital-divide gap up and watch the Low-access cluster fall behind; raise policy transparency or community outreach and watch the equity gap close on both the network view and the live charts below it.
