A government AI-outreach pipeline scores every citizen's risk of missing a deadline — a tax payment, a benefit renewal — from noisy features, then decides who gets a proactive human contact before it's too late. This simulation renders that pipeline as a live 3D population: each citizen drifts from "time remaining" toward a deadline wall while the AI's risk score positions them left-to-right, a translucent threshold plane shows exactly who gets flagged, and a hard staff-capacity cap decides who actually gets reached in time. Tune the flagging threshold, staff capacity and outreach effectiveness and watch recall, precision and the missed-deadline rate — compared against a no-program baseline — respond in real time, exactly the trade-off a real risk-scoring rollout has to navigate.
