This 2D build runs that allocation forward, year by year, on a rotatable capability wheel: five wedges grow with diminishing returns from the investment they receive and decay from foreign competition, a focus dial lets you spread the budget evenly or concentrate it on the strongest sector, and an export-control shock can strike the weakest sector at any time. Scrolling history charts track the Sovereignty Index and Herfindahl concentration-risk score live, showing the actual trade-off between growing fast in one domain and staying resilient across all of them — the same tension behind real instruments like the EU Sovereign Tech Fund and national semiconductor stockpiling programs.
