Striking tuning fork 1 initiates damped oscillations in it. These oscillations weakly 'push' tuning fork 2 via the air/support. If tuning fork 2's natural frequency is close to that of tuning fork 1, the amplitude builds up (resonance). Otherwise, it quickly dies out.
