Discrete-event model. Towns generate visits (Poisson); each patient is surgical (long procedure) or a consult. Eligible consults may use telehealth (probability uptake × town broadband); everyone else travels (distance / speed) to the hospital with the lowest travel + expected wait and queues FIFO for one of c slots (exponential service). The analytic reference is the M/M/c Erlang-C wait with the Allen-Cunneen correction (1+cs²)/2.
