Every animal runs a small finite-state machine (grazing, roaming, fleeing, stalking) and picks a new target point or prey every few seconds. Zebras that come within range of a lion switch to fleeing at roughly 3× their grazing speed; lions in "stalking" mode continuously re-aim at the nearest zebra. The water hole's radius tracks a level that rises under rain and falls under drought, exactly like the 3D original.
