A health department has one fixed budget and three levers to fight an outbreak before it starts: vaccinate people out of the susceptible pool, fund sanitation and hygiene measures that cut transmission risk, or run awareness campaigns that get symptomatic people to isolate faster. This simulation runs a real SEIR (Susceptible–Exposed–Infected–Recovered) compartment model driven by whatever split you choose, rendering the population as a live 3D field of color-coded cohorts alongside a 60-day epidemic-curve tower, so you can see directly how the same total spend produces a very different outbreak depending on where it goes.
