Each bubble is coated in a soap film only a few hundred nanometers thick. Light reflects off both the outer and inner surface of that film, and the two reflected waves interfere—reinforcing some colors and cancelling others depending on the film's thickness and the angle you view it from. That interference is what paints the shifting rainbow sheen here; the bubbles drift, thin further as they age, and eventually pop and respawn.
