How it works

Collaborative filtering recommends by finding other users with similar behavior. With zero ratings there is nothing to compare, so it can't find similar users at all — it either refuses to recommend or falls back to generic popularity, ignoring who this person actually is.

Content-based filtering instead reasons about item attributes. A single liked item already carries a genre signal, so it can recommend relevantly from the very first click — no behavioral history required.

CB:  score(i) = cosine(genre(i), genre(liked))
     works from item content alone

As User A rates more items, collaborative filtering finds real behavioral neighbors and its relevance climbs — often overtaking the single-signal content-based baseline. Production systems exploit exactly this: content-based (or popularity) for brand-new users, collaborative filtering once history accumulates — a hybrid approach.
